David Abouem à Tchoyi, former Secretary General of the Presidency, former minister, and member of the National Commission for the Promotion of Bilingualism and Multiculturalism (CNPBM), has passed away at the age of 81.

He died the day before yesterday in Yaoundé following an illness, on the same day he was celebrating his birthday.
Final Public Appearance
The last time David Abouem à Tchoyi appeared publicly was on January 10, 2025, during the New Year’s greetings ceremony at the Palais de l’Unité, where he shared a warm handshake with President Paul Biya. The two had worked together for decades, with Abouem à Tchoyi serving as Secretary General of the Prime Minister’s services from 1975-1976 when Paul Biya was Prime Minister.
A Remarkable Career
David Abouem à Tchoyi’s career spanned several key roles in Cameroon’s public service. He served as Secretary General of the Presidency starting on February 4, 1984, and later became Minister of Higher Education and Scientific Research in 1985.
A native of Kiiki, in the Mbam-et-Inoubou division, Abouem à Tchoyi had an outstanding academic and professional career. After completing his primary schooling in his village, he attended the Evangelical College of Libamba and the University of Yaoundé, earning a law degree in 1967. He then graduated from the National School of Administration and Magistracy (ENAM) in 1969 and later pursued further studies at the International Institute of Public Administration in Paris.
A Lifelong Commitment to Cameroon
David Abouem à Tchoyi began his career at the Ministry of Territorial Administration, where he eventually became Secretary General in 1972. He then went on to serve as Governor in various provinces, contributing to the development of Cameroon’s public administration for decades.
His death marks the loss of a man who devoted his life to the service of his country, shaping the political landscape and leaving a lasting legacy in Cameroon’s governance.
